한국군의 예비전력 혁신을 위한 상근예비군 제도에 대한 고찰

국문초록

본고에서는 국방부가 예비전력 정예화 방안의 일환으로 추진하고 있는 상근예비군 제도의 혁신방안에 대해 분석하였다. 급변하는 국제정세와 북한의 핵미사일 도발 등 한반도 안보환경의 불안정과 러시아-우크라이나 전쟁에 따른 전쟁패턴의 변화, 지속적인 저출산에 따른 병역자원의 감소, 첨단과학기술의 발달 등 예비군의 구조와 운용 변화도 중요한 과제로 대두되었다. 특히, 한국군의 현역 병력자원의 감소는 예비군의 적절한 규모와 상근예비군 필요성에 정당성을 제공한다. 장단기 예비군은 평상시에 동원할 수 없는 예비군의 장비와 물자를 관리하고, 유사시 조기에 부대를 증원해 전투력을 발휘하도록 역할을 맡고 있다. 2021년 11월 장기 비상근 복무제도 관련 법령 제정으로 2022년 5월부터 180일까지 복무할 수 있는 장기 비상근 예비군제도가 60사단에서 시범 운영 중이다. 장기 비상근 복무제도는 현역 편성률이 낮은 동원 위주의 부대로 소집하지만, 전투태세 향상에 유용하며 다양한 제도 보완이 요구된다. 국방혁신 4.0 추진에 발맞춰 예비군 고도화 방안으로 병역자원 감소와 안보환경 변화 등을 고려할 때 시간제 예비군 확대와 전임 예비군 제도 도입이 시급하다.

Abstract

A Study on the Full-Time Reserve force system for Innovation in the Korean military Reserve Forces

The main purpose of this article is to examine the full-time reserve force system as a plan for the elite reserve force for defense innovation in Korea’s reserve force. Changes in the security environment, changes in war patterns due to the war in Ukraine, reduction of military service resources, and the development of advanced science and technology are providing challenges to the structure and operation of reserve forces. In particular, the reduction in force resources provides justification for the appropriate size of reserve forces and the need for full-time reserve forces. The long-term and short-term part-time reserve forces are responsible for managing the equipment and supplies of the reserve forces that cannot be mobilized during normal times, and to increase their units early in case of emergency so that they can demonstrate their combat power. From May 2022, South Korea is piloting a long-term part-time reserve force that can serve up to 180 days. They are called up to mobilization-oriented units with a low active duty formation rate, which greatly helps to improve combat readiness. Considering the reduction in military resources and changes in the security environment, it is urgent to expand the part-time reserve force and introduce the full-time reserve force system as a plan to upgrade the reserve force for future defense innovation.
